Phimosis with suspected paraphimosis?


Hello, doctor.
I am 26 years old.
When I was younger, I had phimosis but did not retract the foreskin, which has led to my current issue of being unable to retract the foreskin to expose the glans during an erection.
Recently, I want to address this problem.
My current situation is that I can manually retract the glans when not erect, but I feel a slight constriction around the corona, and the glans is very sensitive.
When erect, I can only retract it a little, exposing less than one-eighth of the glans.
I have researched previous issues and articles online, and I suspect it might be paraphimosis.
I would like to ask the doctor: 1.
If I can retract the glans for cleaning when not erect, will this eventually enlarge the foreskin opening enough to allow retraction during an erection? 2.
If not, will surgery be necessary, and what type of surgery would it be? How long is the recovery period after the surgery? 3.
I have noticed small red bumps inside the foreskin when I retract the glans when not erect; could this be balanitis? 4.
