Blister at the urethral opening?


I have never engaged in sexual intercourse, but I have developed a small blister just below the urethral opening, about the size of 1.5 grains of rice.
It doesn't hurt when lightly touched, but it does hurt when pressed harder.
Additionally, I have 5 to 6 small white bumps that have appeared just below the glans, which do not cause any sensation when touched.
I have been able to masturbate without any issues.
