Visual persistence and eye flickering?

I have a question that is very troubling to me.
I originally had eyelash extensions, but after excessive use, I stopped.
I have myopia of only -1.25 diopters, but I also have floaters.
However, I have noticed a few issues:
1.
The phenomenon of visual persistence is very severe.
When I look at my phone, the text appears to jump line by line, and this happens even when reading books.
Is this an abnormal phenomenon?
2.
Whenever I wake up or close my eyes to rest, I experience a very noticeable flickering sensation for about 3-5 minutes (like a faulty light bulb, and I continuously see light and shadows moving around).
It seems to happen occasionally, but it is not very obvious.

3.
My right eye's refraction is only -1.00 diopters, but I have seen many doctors, and my visual acuity is only 0.2.
Is this abnormal? My right eye is particularly blurry, and I have had multiple fundus examinations, which only revealed a thinner retina.
I have also undergone laser repair, but the issues mentioned in points 1 and 2 occurred before the laser treatment and have persisted for two and a half months.

Could the laser repair have caused my vision to become blurry?
