The scrotum contains not only the testicles but also the epididymis, vas deferens, various blood vessels and nerves, as well as subcutaneous tissue; there are no other significant structures.
The scrotum serves as an external pouch, and its size is not particularly important; what matters is the contents within it.
Additionally, the scrotum may appear smaller due to lower external temperatures or the tension of the skin in the lower abdomen.
There is no absolute correlation between the size of the scrotum and the size of the testicles.
