White bumps around the penis and glans?


Hello Doctor, I have two questions to ask: I have noticed white bumps on my penis (please refer to the area marked in box 1 in the image).
I have observed them for over a month, and there has been no spreading.
They are not itchy or painful.
Are the dense white bumps around the glans pearly penile papules (please refer to the area marked in box 2 in the image)? It seems that I had them before, but they have increased in number in recent months.
