Scratched by a metal hanger?


Hello Doctor, I have a question for you.
Today, I was scratched on the neck by a fallen rusty metal hanger that has no protective cover.
After carefully checking for any wounds, I found only a red spot about the size of a red pen dot, which appears slightly raised.
I wiped it with saline solution and there was no bleeding, but there is a slight stinging sensation.
I would like to ask the doctor: 1.
In the absence of bleeding, can a wound appear raised like a rash? 2.
