How to eliminate red flat scars?

Wu, eight months ago I sustained a localized abrasion on my face, approximately 8 square centimeters, due to a car accident.
After several weeks, a flat scar (non-hypertrophic) formed, but it remains very red.
Despite regularly applying scar reduction ointment and being diligent about sun protection, the improvement over the months has been minimal.
After eight months, the scar is still red, and recently it seems to have become slightly inflamed and even redder.
What type of ointment would be truly effective in reducing the redness of the scar? How should I maintain and clean the area daily? Is laser treatment the only effective option for significantly reducing the redness?
