Can syphilis lesions appear near the joints on both legs?


I previously consulted a doctor after visiting a massage parlor on June 19, where I only received a hand service (no oral contact).
Last week, I tested for syphilis and HIV, and the results were negative (but I'm concerned about the incubation period...).
However, I have developed red spots on the joints of my feet that are very itchy.
I visited a dermatologist who suggested it might be athlete's foot, but athlete's foot typically occurs on the soles of the feet, not on the sides of the ankles.
Can syphilis cause red spots to appear near the joints of both ankles? Also, do the red spots associated with syphilis itch?
