Red spots at the base of the penis?


For the past 3 to 4 days, I have noticed small red spots (approximately 0.2 mm) at the root area, which are raised.
They are not painful to the touch but are very itchy.
I couldn't resist scratching, and today I may have scratched too hard, causing a slight bleeding.
What could this symptom indicate? I have not had sexual intercourse for about 3 months, and during the last sexual encounters, I always used condoms and have a habit of hair removal.
However, this seems different from folliculitis, and the affected area does not have any hair.
