Redness and swelling of the urethral opening?


At the end of February, I had unprotected sexual intercourse.
A week later, I noticed four red spots on the glans, which disappeared in about 3 to 4 days.
After that, the urethral opening became red and swollen, with some lesions.
Occasionally, there was a clear discharge, and there were also small bumps on the glans, although they were not very noticeable when not erect.
I visited a doctor who prescribed antihistamines twice, but there was no improvement.
The doctor then told me it was normal.
I asked if it could be balanitis or non-gonococcal urethritis, but he said it was not.
How should I handle this? Should I just ignore it? Occasionally, there is mild itching and discomfort, but it usually resolves quickly, and most of the time, there is no pain or itching.
