Skin tingling followed by browning?


I have a history of allergic rhinitis.
A few days ago, while I was out, the skin on my left shoulder and neck suddenly became red and painful.
It was a very sunny day, and I'm not sure if the pain was caused by sun exposure, but only the skin on my left shoulder and neck was affected; the rest of my skin appeared normal.
After 2-3 days, the pain subsided, but that area of skin has turned brown.
It no longer hurts and there is no peeling.
I would like to know if this is a form of pigmentation.
