Applying lipstick often causes damage to the lips?

Why is it that whenever I apply lipstick (whether it's moisturizing or long-lasting), my lips start to peel within 12 hours and even develop cracks that bleed? Even if I apply a lip balm before the lipstick, it still causes peeling.
It’s only after I completely remove the lipstick and stop using it that my lips stop peeling after a few days.
(Using lip balm does not cause peeling, but tinted lip balms do!) This is quite distressing for me, as I need to wear lipstick for work.
What should I do? If I ignore the peeling and continue to apply lipstick, small bumps appear on my lips after two or three days, which feels very uncomfortable.
