Red spots on the penis?


I have small bumps on the top of my penis that look like mosquito bites.
There aren't many of them, but sometimes they itch.
However, there are no sores or discharge.
I previously visited a urologist who said it was dermatitis, but it has been several months and it still hasn't improved.
What could this be?
