Cracked skin on the penis?

About three months ago, I noticed that the skin on my penis started to develop white, patchy lesions that resembled tinea.
The skin felt slightly rough to the touch.
After a few days, it spread to other areas and then stopped appearing.
However, the skin on the entire penis began to become dry, losing its smoothness and elasticity.
When I rub my fingers back and forth, the skin shows slight flaking.
If I have a more intense or prolonged erection, after it subsides, the skin on my penis even develops small horizontal tears, with a little bit of bleeding.
Could this be a fungal infection? Is it possible that it is simply a skin allergy? The doctor prescribed Dermotop Emolient Cream (Prednicarbate).
