About the nipple?

I am a male, and my chest is currently very flat (although it has improved a bit from going to the gym).
However, my nipples are also flat, only becoming somewhat protruded when it's cold or when I shower.
From my observations, even generally thin males (I am 180 cm and 60 kg) tend to have at least somewhat protruding nipples (I often notice this when playing basketball).
In my case, my nipples are not only flat most of the time, but even when they do protrude, they are quite small—perhaps only half or even a third the size of an average male's nipples.
To be frank, it feels as if my breasts and nipples have not developed at all.
In the past, I remember experiencing some swelling around the nipple area for a short period, which I read in textbooks is a normal phenomenon during breast development.
