Peeling of the skin on the penis?


I am married, and after having intercourse, I discovered that my penis had a tear.
I applied some anti-inflammatory ointment, and the wound healed, but soon after, new wounds appeared, which was very troubling.
I went to a clinic for medical attention, and the doctor said it was caused by balanitis.
He prescribed some anti-inflammatory medication and ointment for treatment.
Before seeing the doctor, my balanitis kept recurring, causing tightness at the opening of the foreskin.
During an erection, the glans would get pinched in the foreskin.
Therefore, the doctor recommended a circumcision to improve the situation.
I underwent the surgery, and about a month later, the surgical wound healed.
I thought I would try to see if I could ejaculate.
When the moment came, I did ejaculate, but I noticed that afterward, my glans was bleeding.
I initially thought it was too soon to engage in sexual activity, but after reading some answers on this website, I realized I might have a penile ligament tear.
I thought the wound would heal on its own, but a month later, it tore again.
So, I went back to the clinic to see the doctor.
He said that the surgical wound he performed was fine and mentioned that there was adhesion at the site of the penile ligament, which was causing the tear during erections.
He also said that if it tears another 0.5 cm, once the wound heals, I could use it normally.

I want to ask if once the penile ligament tear heals, will I be able to use my penis normally? Or should I have the doctor perform surgery to cut the 0.5 cm to ensure proper function? Additionally, during this treatment period, my balanitis has not improved.
Is there a solution for this? (Also, I have a history of high blood sugar, so I suspect that it might be diabetes-related balanitis.) These issues have been troubling me for several months, and I kindly ask for help from the doctors.
