Can the opening of the foreskin be stretched?

I would like to ask Dr.
Hsu some questions that have been bothering me for a long time.
I have phimosis (the glans cannot be exposed whether I am erect or not), but when I am not erect, I can easily retract the foreskin to expose the glans and can also pull it back easily (during this process, the glans feels a bit dry and painful, but when I am in the shower, it does not hurt due to the moisture).
However, when I am erect, I can only retract it about halfway (I cannot reach the coronal sulcus, and it is somewhat painful whether there is moisture or not).
Since I can easily pull it back when not erect, I have no issues urinating (nor during ejaculation).
It is also quite convenient to clean during showers, and I wash it every day.
I would like to ask the doctor: 1.
Do I need a circumcision or a preputial plasty? 2.
If I intentionally pull the foreskin back slowly every time I have an erection, will this eventually allow the opening of the foreskin to stretch enough so that it can retract to the coronal sulcus without pain? 3.
