Confusion about the ligaments?


Hello doctor, around March 10, I noticed two white hard papules, each less than 1 millimeter in size, located above the penile frenulum.
On March 23, while cleaning, I accidentally removed one of them, which bled a little.
During this time, there has been no significant change in size.
The last high-risk exposure was in August of last year, and I did not engage in any sexual activity until February of this year, when I had unprotected oral sex without intercourse.
I have pearly penile papules and now I am wondering if pearly penile papules or genital warts could grow exactly above the frenulum? Additionally, typically, these two conditions should not be easily removed, right? I am confused about whether it is pearly papules or genital warts.
Do pearly penile papules and genital warts both have the potential to proliferate irregularly?
