Red spots on the glans penis?

Ten days ago, I noticed 2 to 3 red spots on the surface of my glans, about the size of a pinhead, which were not very noticeable.
I applied a topical cream for several days, and the red spots did not change.
After two days, I came across discussions online and used iodine solution to apply on the surface.
The next morning, the red spots seemed to spread out and turned into a rash, and there were several more spots, but I did not experience any itching or pain.
I immediately rinsed it off with cold water and reapplied the topical cream.
A few minutes later, white substances appeared on each of the rashes.
Since I am working in a developing country, I am unsure how to handle this situation.
Could you please provide me with some advice or recommend any medications that I could have my family in Taiwan send to me? I really cannot take more time off to return to Taiwan for treatment.
