Some issues related to the penis?

I have some questions.
I have yellowish-white spots at the tip of my foreskin, with several spots clustered together at the very front.
There are also similar small spots on the left side of the foreskin.
These have been present for a long time, and they are not itchy or painful.
Should I see a dermatologist or a urologist for this? How would it typically be treated?
Additionally, earlier this summer, I wore long pants to sleep even though it was hot, and the next day my glans seemed to have a burning sensation and was a bit painful.
After switching to shorts, it was fine.
Could this have been due to overheating and inflammation?
