Significant variation in sperm count?


My boyfriend (46 years old) underwent a pre-marital semen analysis.
The first test was on June 20 at Shalu Tongs' Comprehensive Hospital, where the sperm count was 44 x 10^6 (44 million), and the physician deemed it to be within normal range.
The second test was on August 3 at China Medical University, where the sperm count was 20 x 10^5 (2 million).
Is this significant discrepancy in results normal? Should a third test be conducted? If so, should further endocrine evaluations or chromosome testing be performed? P.S.
Both semen analyses showed normal results aside from sperm count! P.P.S.
Both semen collections were done with great care, following the physician's instructions.
