Why are the testicles droopy?


When my boyfriend is aroused, his penis is hard, but his testicles hang quite low.
The room has air conditioning, so it's not hot.
Why is his penis hard but his testicles are very low? He has a scar about 4 centimeters long near his pubic hair, which he says is from a surgery for a hernia he had as a child.
When I asked him why his testicles hang low, he said he has always been like that and doesn't know why.
My only question is, is it normal for the penis to be hard while the testicles hang low? Is there something wrong? Could it affect fertility?
