I have phimosis; is circumcision absolutely necessary? (The doctor mentioned that it would be better to have it done.)

Sometimes the head of my penis appears red.
What could be the reason for this?

Occasionally, the red areas look dry and white (especially when I wake up), and when I retract the foreskin, I notice there are tears.
Why is this happening?

I read online that diabetes can cause issues with tearing of the foreskin.

My fasting blood sugar is 85.
Does this mean I have diabetes? (I have high blood pressure, and without medication, it remains around 125.)
