I am a high school freshman and I have a few questions I would like to ask you:

After an erection, I am unable to retract my foreskin, and only a small part of the glans is exposed.
When not erect, I cannot pull it down past the corona.
Do I need surgery?

Recently, when not erect, a small part of my foreskin can be pulled down past the corona, and I have noticed a large number of white particles that can be easily removed by hand.
Is this a normal phenomenon?

Occasionally, I experience itching in the genital area, with intervals of about 2 to 4 months.
