Pain in the coronal region of the penis?


I have small red spots on the corona of my penis, and they are very painful to touch.
When I pull back the foreskin to clean during a shower, it hurts a lot when water hits it.
I've also noticed some peeling in the past few days.
What could be the cause of this? Can I apply a topical antibiotic ointment, or should I use lotion?
