Does the foreskin need to be removed?


Doctor, I would like to ask about my penis.
When it is not erect, I can push the foreskin back to the coronal ridge, but it forms a ring of folds.
However, when fully erect, I can only push the foreskin back to about one-third to two-thirds of the glans.
In a partially erect state, I can push the foreskin back to the coronal ridge, but the frenulum feels very tight, and the foreskin feels constricted after being pushed back, also forming folds.
Does this mean that my foreskin is too long and needs to be removed? Or can this situation be improved with steroid medication?
