Is it normal for a male to have sexual intercourse for the first time?


I am a male and recently want to engage in sexual intercourse with my girlfriend, but every time we try, I experience pain in my glans as soon as we make contact, and I can't penetrate at all.
Is this an issue on my part or my girlfriend's? Should I seek medical attention for this? I had a circumcision in middle school, and I'm not sure if that has any impact.
