After circumcision, will some nerves be severed, leading to decreased sensitivity?

If I haven't had a circumcision yet, will the glans be completely exposed when not erect after the procedure?

Currently, I have phimosis, which often causes smegma to accumulate under the foreskin.
Even with daily soap cleaning, smegma still forms.
My penis is relatively small when not erect (4-5 cm), but it becomes quite large when erect (around 12 cm, depending on the girth).
After circumcision, will there still be some foreskin covering part of the glans when not erect? If so, will smegma still form? Is there a chance to eliminate the odor?
