Small raised bumps on the inner foreskin near the glans, located on small blood vessels?


Hello Doctor: My situation is as follows: I have small raised bumps on the inner side of the foreskin near the glans, which do not resemble blisters.
These small bumps do not appear regularly; they only show up 1 to 2 days after engaging in vigorous DIY activities or after sexual intercourse.
They also tend to appear during hot and humid summer weather.
Before the bumps appear, I experience a feeling of dampness, heat, itching, and a stronger odor.
The bumps are consistently located on the thinner inner foreskin on the right side of the glans, and there are usually three bumps that are spaced apart.
The locations vary slightly each time, but they are all on small, red, thread-like blood vessels.
Sometimes the bumps disappear, sometimes they burst and release fluid, and occasionally they resemble acne with pus.
I have previously consulted with a urologist and have seen different urologists multiple times; each doctor has been unable to determine the cause, but they suggested it could be a bacterial infection.
Could you please advise what this condition might be? Is it genital herpes, or could it simply be a bacterial infection? When the bumps appear, the affected area itches, which is more reminiscent of herpes.
However, I had blood tests for genital herpes when the bumps appeared, and the results were negative.
I have also been tested for other STDs at the same time, and after subsequent sexual encounters, I have tested for HIV and syphilis a month later, all of which were negative, with no other symptoms of STDs.
Recently, after another DIY session, the bumps have reappeared, and I have taken photos that I can send for your assessment.
