Eczema issues?


Hello Doctor, today I noticed three red spots lined up on the glans.
They are not painful or itchy, and they feel smooth to the touch.
I suspect it might be a recurrence of eczema.
I currently use a hairdryer on a cool setting to dry my genital area after showering, and I also use a towel to pat it dry.
Why is it still possible for eczema to recur despite this? My eczema is not painful or itchy; does that mean it is mild? If I don't apply medication, will it heal on its own? How should I care for the skin affected by eczema now? I feel like I am drying off thoroughly after my shower...
