I have two questions:

Recently, I have been experiencing a tightening sensation in my throat and difficulty breathing.
Just now, I felt like I couldn't breathe (and I still do).
I stood up and took a few deep breaths—about five or so—where I inhaled deeply, held my breath for a moment, and exhaled.
As a result, I immediately experienced symptoms of hyperventilation, such as dizziness and tingling in my hands.
However, the sensation of not being able to breathe did not go away, and I noticed that I cannot perform diaphragmatic breathing; my abdomen does not expand (though this may not be very important).
2.
Sometimes, I suddenly feel like I can't breathe, and my throat occasionally feels tight.
This has been going on for a while, but after visiting a pulmonologist and getting X-rays and a CT scan, no issues were found.
I have a history of chronic pharyngitis for about 5 to 6 years, and I have had persistent phlegm in my throat.
A few months ago, I was ill and had a severe cough, producing clear mucus for several weeks.
I'm unsure how the current tightness in my throat is related to my previous conditions.
I am currently seeing a pulmonologist for my breathing issues, but nothing has been diagnosed.
Would you recommend seeing an otolaryngologist for further evaluation? Additionally, what could the severe coughing and production of clear mucus indicate? I have recovered for a while, but I still feel that these symptoms are lingering effects.
