Chest tightness... accompanied by shortness of breath and coughing?

For the past year, I have been troubled by a persistent issue, but I am unsure of where to seek help.
Sometimes I experience chest tightness and difficulty breathing, which leads me to take deep breaths to allow more air into my lungs for relief.
Recently, I have even felt that while taking a deep breath, I experience symptoms of brain hypoxia and dizziness, and it seems like my throat also wants to cough due to the passage of air.
These symptoms come and go intermittently.
I recently read a report in the newspaper about similar symptoms, mentioning that young women are more susceptible and that stress can exacerbate the condition.
