There are unusual red spots on the arm?


Hello Dr.
Jiang,
Since my teenage years, I have noticed small bright red spots appearing on my upper arms.
They are not itchy or painful, and the texture of my skin has not changed.
However, they have been increasing in number over time.
I once consulted a dermatologist who mentioned that it was due to my liver issues but did not provide any treatment or further explanation.
Later, I saw other doctors, but they could not provide a clear diagnosis.
Now that I am 26 years old, the red spots have multiplied, spreading from my upper arms to my entire arms.
My skin is quite fair, which makes these spots more noticeable and unsightly.
Some of the spots have changed from bright red to brown, and some are slightly raised.

Could you please tell me what condition I might have? The red spots only seem to be increasing and not decreasing.
