There are small red spots on the glans penis?


On October 16th, I had sexual intercourse with my girlfriend.
The next day, I noticed redness and swelling on the glans, along with peeling of the foreskin, which was quite painful.
Initially, I thought it might be due to vigorous activity, which caused the peeling.
However, after about three days, small red spots appeared on the glans.
At first, there were only a few, and there was a small white patch near the urethral opening that resembled a thin membrane.
I initially suspected a fungal infection, thinking it might resolve in a few days, but after 1-2 weeks, the red spots seemed to increase in number.
It is painful during erections or when retracting the foreskin while showering, and that thin membrane reappears the day after I remove it.
Although it looks normal on the surface, when I rub it, flakes of skin appear.

I would like to ask the doctor if I have a sexually transmitted infection or a fungal infection.
Unfortunately, my wallet was lost, and I am waiting for a replacement for my health insurance card, so I haven't been able to go to the hospital for an examination.
I have researched a lot, but many sexually transmitted infections or fungal infections have similar symptoms to mine, and I am hesitant to apply any medication, fearing that I might worsen the condition.
I have only one sexual partner and have not been promiscuous; we used a condom during intercourse, so I suspect the condom might not have been clean.
This is the first time I've experienced this.
My girlfriend also has itching in her genital area, and whenever there is friction, a light red fluid comes out.
Neither of us has a history of sexually transmitted infections.
