Small white spots on the foreskin?


Hello Doctor, I have a few questions I would like to ask you: (I am in the first year of junior high school) 1.
Recently, I noticed small white spots appearing on the skin of my penis, clustered in groups of about five or even a dozen.
There are also some on the "groove" beneath the glans, which feel raised and do not wash away with water.
What could this be a symptom of? I am only in junior high and have never engaged in sexual intercourse, but I do have a habit of masturbation.
