Labial itching and irregular menstruation?


I experience itching of the labia a few days before my menstrual period.
Sometimes it happens, and sometimes it doesn't! However, I also feel itchy again as my period is ending.
Why is this happening? A couple of months ago, I had a fever for about two weeks, which coincided with my menstrual cycle, and my periods were very light (only lasting 2-3 days) and somewhat brownish.
I have consulted a doctor regarding my irregular menstruation and have followed their advice, but as soon as I stopped the medication, the itching in the labia started again until my period arrived.
Now that my period is here, the itching has stopped, but the flow is still light.
After my period ends, I start to feel itchy again, which is quite uncomfortable! I have been on medication for a long time, and my hormonal imbalance seems quite severe.
I'm unsure whether I should see a doctor again or if this could still be related to hormonal imbalance.
I previously had a urinary tract infection, and after intermittently treating it for nearly two years, it seemed to improve but then recurred! Additionally, I noticed that my boyfriend and I experience white discharge with a slight fishy odor before my period.
Do we both need treatment for this? Could it be a sign of a yeast infection? I'm really worried that my body might be developing more issues! Since my urinary tract infection, I've also had issues with folliculitis, cysts, and ovarian problems, and I have become very sensitive to all these conditions!
