Urinary Tract Inquiry!?

1.
I often feel like I can't fully empty my bladder and sometimes experience urinary leakage, especially during the cold winter months.
It also happens when I sneeze.

2.
During urination, I sometimes cannot finish in one go and have a stop-and-start flow.

3.
After urination, I occasionally feel itching at the urethral opening and have the urge to scratch it.

Regarding these issues, could you please provide some insights? Is it possible that I have a urethral stricture? Could it be a problem with my prostate? Thank you.
