There are white spots beneath the glans?


A few days ago, I noticed small white spots densely clustered under the glans, present on both sides, but more concentrated on the right side.
Could this be pearly penile papules, or could it be genital warts? Is it possible to have this without having engaged in sexual intercourse? Additionally, there is no pain, itching, or burning sensation during urination, and I have phimosis.
