Red spots under the skin?


Hello doctor, I have noticed that for a while now, whenever I take a hot shower, the inner side of my arms (the very light-colored area) develops small red spots under the skin, which disappear after a few hours.
My skin is on the lighter side, and sometimes I can even see the color of my veins (on both my hands and feet).
What could this condition be?
