Cleaning smegma after retracting the foreskin?


Hello, I would like to ask about a recent issue.
After retracting my foreskin, I noticed a white substance that resembles smegma, which seems to have formed due to a lack of cleaning over time.
How can I remove it? I read that soaking in warm water might help.
Should I fill a basin with warm water and soak it? How long should I soak? I'm also hesitant to retract the foreskin all the way back because I'm afraid it might get stuck and I won't be able to pull it back.
It's already very close to the frenulum.
There are some clumps of smegma that I can wash off, but the bothersome part is that ring of white substance that I can't seem to rinse off even with a handheld showerhead.
