Swelling at the junction between the base of the penis and the scrotum?


This morning, I experienced itching from the base of the penis to the junction with the scrotum, but it stopped in the afternoon.
After taking a shower, I noticed what seems to be a swollen area at the base of the penis extending to the scrotum.
It feels soft to the touch and seems like the skin of the scrotum is slightly swollen.
There is no pain, and I haven't injured the testicles.
