White spots appear beneath the foreskin?


Hello doctor, I would like to ask if the white spots on the foreskin are due to skin breakdown? I just noticed this while showering recently.
Since it's located below, I'm not sure how long it has been there.
When I first discovered it, it felt a bit painful to the touch, like a skin tear, but it has hardly hurt over the past few days.
It's been about a week or so.
