Common Cold Issues in Young Children

I have a daughter who is under 4 years old.
She started attending preschool in October 2004, and since then, she has been suffering from colds and fevers.
She has been hospitalized three times, and she has only been off cold medication for three days.
She coughs daily and experiences fevers a few times every one to two weeks.
We have done blood tests and administered flu and pneumococcal vaccines—I've done everything I can! I am wondering if I should consult a traditional Chinese medicine practitioner for her poor immunity since she just started preschool.
Or do you have any better suggestions? She has been on Western medication for over six months, and her complexion has worsened...
